The only time that I have used a sign is if the last rounded digit is a five. If it has been rounded up from 4, then I would put a superscript "-" after the number and otherwise a superscript "+". Then, if further rounding is required the person doing so knows the provenance of the last digit that (s)he can see.
For example,
346 rounded to the nearest 10 is 350 and rounded to the nearest hundred is 300.
But if you only saw the number rounded to the nearest 10, ie 350, and wanted to round it further you would round it to 400. In this case, what you would see is 350- (- in superscript) which tells you that the 5 is a result of rounding up.
