First u have to know the meaning of Muslim or muslima then only u can judge some one , just keeping Muslim name does not mean that the person is Muslim , he or she must submit his or her will to Allah's will , then only he or she will be Muslim or muslima ,regading ece uslu if she is submitting her will to Allah's will then she is other wise u know.
