Use Pythagoras equation
h^2 = a^2 + b^2
That is the sum of the two shorter sides squared, must equal the longer side squared.
To test
17^2 = 289
8^2 = 64
10^2 = 100
100 + 64 = 164 NOT equal to 289. Hence it does NOT form a right-angled triangle.
However, the sum of the two shorter sides ( 10 + 8 = 18) is longer than the longest side(17) , so it will form a scalene triangle.
24^2 + 17^2 is 576 + 289 = 865 and is not equal to 40^2 which is 1600, hence it is not a right triangle
The area is 272 square inches.32*17/2=272
No. In fact, if you make a triangle with sides of 17, 20, and 37, anybody who sees it thinks that it's just a piece of straight line. The 17 and the 20 lie down along the 37. The triangle is "degenerate" ... two of its angles are zero, and the third angle is 180 degrees, and two of its sides lie on top of the third side.
Add all three sides. Perimeter = 15 + 17 + 10 = 42
Yes because the given numbers complies with Pythagoras' theorem for a right angle triangle

No but the dimensions would be applicable to an isosceles triangle

A triangle cannot have four sides.
