if you are looking for a 25t sprocket then you need a 9t rear driver other wise it going to feel like you a pedaling forever and not going anywhere there are websites or just look online for proper bmx gearing ratio's also you may need spacers for your cranks
You can't put one sprocket on top of another, you have to remove what's there and then install another one. Depending on how much you change in size, you may have to adjust the length of the chain too. There are a couple of different versions of how the sprocket attaches, so make sure to figure out which one you need before you go and buy anything. Removal/assembly may require special tools, so it might be best to bring the bike to a shop.

Buy a rear wheel that can take a fixed sprocket. Mak sure the spacing fits your frame width. Tinker with your crank and/or the wheel centering to get a good chain line. Install new chain. remove derailers. Ride.

Good bikes are made in different frame sizes. And dedicated riders often chainge the gearing ratio by replacing either the sprocket or the driver with one with another tooth count than it came with. These things influence chain length, so you see that no one can tell how many links your chain should be. Chains are just about Always bought a Little long, then cut to length on the bike. Faster than counting links. Chain breakers aren't expensive. Either have a shop fit the chain when you buy it, or get a chain breaker (and a quicklink) and fit it yourself. Do note that chain, driver and sprocket wear together, but usually the chain wears the fastest. So sticking a new chain on old sprockets can often lead to the chain skipping and slipping. If you don't know how to measure a chain for wear, better replace aat least chain and driver at the same time.
It's much more about the hub than it is about the wheel, and fortunately the threading on freewheel hubs is fairly consistent. Simply buy a freewheel that has a 28t sprocket in there and you should be good to go. Freewheels are just about "never" disassembled, but ridden as a unit till they're worn out.
