Here's the answer I was writing at the same time as the one above: No. 4.8 feet actually means (4 feet) and (8 tenths of another foot). (8 tenths of a foot) is not 8 inches, because there are 12 inches in a foot, not 10. (8 tenths of a foot) is 9.6 inches. Going the other way, 8 inches is 0.667 foot. We could avoid all of this nonsense of we would all relax and accept the metric system.
