Its all about making specific cuts in the paper. You have to fold the paper in half then cut loads of thin slits from the folded end to the unfolded end, not going all the way across though. You then unfold the paper and make a few more cuts so that when its unravelled, there is a big loop of paper that a person can fit through.

the easiest way that I have found is to get one of those envalopes that have the peel stick tops (for the layout of them) take it apart, and cut the paper like that, then fold it the same way. then tape it. It works for me.

you cant really do that...BUT YOU CAN! WHAT YOU NEED: Two pieces of construction paper...or blank paper...(or lined paper because you're doing this during a class and you are bored hint hint:P) So the first thing you do is measure out a 1inch by 4inch piece of paper and a 8inch by 10inch (you can make it smaller if you want but keep the numbers two apart) piece of paper. Fold the bigger piece of paper in 1/2inch folds accordion style or fan style from elementary school...GOOD TIMES! Hold the piece of paper in place and don't let it go.
