A percent is a number or a proportion. It has no units.
You could have meat which is 20% fat. Where does money come into it? Or an exam in which 70% of the class get half the questions right. Again, how can that percentage be converted to money.
To convert decimals to percents, multiply by 100. .99*100= 99%.
