The easiest multiplier is a power of 10, namely: 10, 100, 1000, etc. To decide which one, have the same number of zeros (0) as digits after the decimal point; in this case 0.95 has two digits after the decimal point, so use 100 (which has two zeros):

0.95 x 100 = 95

4 x 100 = 400

⇒ 4 ÷ 0.95 ≡ 400 ÷ 95

Dividing 400 by 95 will give the same result as if 4 had been divided by 0.95
