Rate is the same thing as a fraction. Say I had 4 apples, and 3 were red. The ratio of red apples compared to all of them would be 3 to 4.

Unlike a fraction though, it doesn't matter if the number in front is larger, so depending on the situation, the first number might actually be larger.
Just like a fraction, ratios can be simplified. If the ratio was 10:20, divide that by 10 to get 1 to 2.
