It depends on whether you are talking about going in with no remainder or going in at all. For instance, 2 goes into 4 2 times evenly, but 3 goes into 4 once, but it doesn't match up exactly. Then, if you want to put bigger numbers into littler numbers, then you can only put part of them in.
