Percent is usually seen as x%. It really means per cent, meaning per 100. So percent is actually x/100, where x can be any number too.

so to make the ratio a/b to x/100, you just need to multiply a by 100 then divide by b, which will then be x/100 or x%.

Example:

3:5
This can be expressed as 3/5
To make it x/100, multiply 3 by 100, then divide by 5.
(3x100)/5=300/5=60
60/100
This can also be expressed as 60%
So 3:5 is also 60%.
