Well, honey, 28 over 27 is already in its simplest form. It's not like that fraction is going to the gym to work out and get any simpler. So just leave it be and let it live its best fraction life.
39.5 is a fraction. It is a fraction in decimal form rather than in the form of a ratio. However, that does not stop it being a fraction. And, being a decimal, there is no simpler form. Its rational equivalent is 395/10 which can be simplified to 79/2, in my view a clumsier fraction to work with!.
