There is no direct conversion from horsepower to miles per hour. Horsepower is a unit of energy equal to about 750 watts. Miles per hour is a rate. A small motorcycle engine of 6 HP might reach a speed of 50 MPH. A 6 HP snow blower might reach 1 MPH. A 2,500 HP military tank might reach 40 MPH.
Equal... in what sense? hp (horse-power) is a unit of power; 280 hp is more than 250 hp. An engine that works at a higher power can get more work done per time unit. Such an engine is also likely to use up more fuel - assuming the energy efficiency of both is similar.
Horse power is not an indication of speed. The speed of any vehicle depends on a variety of factors. What medium through which it is moving. (Air, water, land, space) The power of the engine. The weight of the vehicle. The streamlining. The gear ratios. (If any) The efficiency of the system.
