Regression is used as a way to break a tie score. It is used as an alternative the "count-back". In a count-back the player who scored the lowest on the 18th hole wins. If they tied on the 18th then you go back to the 17th, 16th etc.
When regression is used it's the opposite; the player with the highest score on the last hole wins.
