In the "short count" system, 1 million is 1,000,000 and 1 billion is 1,000,000,000, so there are a thousand million in a billion.

In the "long count" system, there are a million million in a billion and a thousand million is either called that or some word cognate with "milliard".

The US uses pretty much exclusively short count. In Europe, you could see either; you need to know what the convention is where you are to know for sure what a billion is.
