if those are in inches, then 4/12 ft x 8/12 ft = 2/9 ft2
400 / (2/9) = 1800, therefore, you would need 1800 bricks size 4 x 8 in to fill a space of 400ft2
if those bricks are ginormously sized at 4ft x 8ft, then, you would only need
4ft x 8ft = 32ft2
400ft2 / 32ft2 ==12.5 bricks at 4ft x 8ft. That's a huge piece of brick.

You need to know two dimensions of the bricks to find the area of each brick, convert that area into square feet (if necessary) and then divide 256 by the area of each brick. Bricks are not usually square so it would not be appropriate for me to assume that the bricks are 16" by 16".
