In decimal arithmetic there is essentially only one way of writing 28 and that is as it is in the question.

If you mean how many ways there are to write arithmetical questions whose answer is 28, then the number is infinite:

For example:

14 + 14

15 + 13 and so on

27 + 1

28 + 0

29 - 1

30 - 2

and so on for infinitely more sums.

The whole process can be repeated using numbers with 1 non-zero decimal place:

14.1 + 13.9

14.2 + 13.8 and so on.

and then with 2 dp, 3 dp, up to infinitely many decimal places.

And then there are multiplications:

1*28,

10*2.8

100*0.28

and so on.

Not forgetting trigonometric, exponentials and other functions, for example

56*sin(30) or

56*cos(30)/sqrt(3)
