The first member can be any one of 17 people. For each one . . .
The second member can be any one of the remaining 16 people. For each one . . .
The third member can be any one of the remaining 15 people. For each one . . .
The fourth member can be any one of the remaining 14 people. For each one . . .
The fifth member can be any one of the remaining 13 people. For each one . . .
The sixth member can be any one of the remaining 12 people. For each one . . .

Total number of ways to pick 7 people from the 17 =
(17 x 16 x 15 x 14 x 13 x 12 x 11) = 98,017,920 ways.
But that's not a useful answer. Not all of the 98 million ways produce different
subcommittees. There are a lot of different ways to pick the same 7 people and
wind up with the same group of seven.
Number of ways to select (or seat) the same 7 people = (7 x 6 x 5 x 4 x 3 x 2) = 5,040 ways.
So, among the 98 million different ways of selecting 7 people, each unique group
will show up 5,040 times.
The number of different, unique 7-member subcommittees that can be selected from
among 17 people is
98,017,920 / 5,040 = 19,448 .

A caucus is a meeting of supporters or members of a political party or movement. The exact definition varies among political cultures.
"Within" means "inside". "Within these four walls we will be safe" "He had a rabbit concealed within his hat." The thing that is within is inside and the thing or things it is within is outside."Among" means being one of a group of three or more things. Their relative position or order is not important. "Among our volunteers are three former Boy Scouts." It doesn't matter which three are the Boy Scouts. "Among the fruits in the fruit basket was a banana" It doesn't matter whether the banana was on the inside or on the outside. The words can overlap when talking about the group itself, because the group is often conceived of as being outside of its individual members. We say things like "John is inour group." This idea of a group being a line with the members inside and the non-members outside means you can say "There are three Boy Scouts within our group.", where you could never say "There are three Boy Scouts within our members" because that would mean that the Scouts had been eaten by the members.
Yes, a subcommittee can be a committee of the whole. While it is possible, it is usually stupid. The purpose of a subcommittee is to study an issue in depth, to bring back a report, and present the research to back it up. If the subcommittee does its job, it keeps the committee's discussion from being a pooling of ignorance. Usually committees divide up work among subcommittees. If you are going to have a subcommittee be a committee of the whole, why have a subcommittee?
