Possibly because the tile adhesive wasn't totally cured, or the oil base paint wasn't sufficiently mixed. I have used oil over tile adhesive and it worked for me.
If the "adhesive" you are referring to is tile grout, use a mild acid cleaner. Rinse with water thoroughly both before and after use, but most of all, follow the cleaning instructions carefully.
tile to wood? not a good idea. certainly not with adhesive. rip up the tile. it'll be worth the extra effort and expense
