It is three quarters of the way from the 3 inch mark towards the 4 inch mark. Imperial rulers are normally marked in 16th of an inch with the 4th and 12th marks slightly longer and the 8th even longer. The 4th mark is ¼, the 8th mark is ½ and the 12th mark is ¾; 3.75 inches is 3¾ inches so on such a ruler it is the 12th mark to the right of the 3, and will be slightly longer than the 3 marks either side of it.
Well, darling, 1.2 inches on a ruler is simply 1 inch plus 2 tenths of an inch. It's not rocket science, honey. Just count 1 inch and then move over 2 more lines for those extra tenths. Easy peasy lemon squeezy.

Two inches are 60 cm because 30 cm plus 30 cm is 60, so your answer would be 60 cm and you could see that on a ruler and there is your answer.
