You cannot. The smallest numbered unit on a ruler is one centimetre and that has 10 subdivision marks. These unnumbered marks are 1 mm or 0.1 cm in length. 0.06 cm would be just over half one of theose subdivisions, but you would have to be very accurate to get that right.
