The recommended method in schools is to write the whole number as a rational fraction with denominator 1, and then proceed as you would for subtracting one fraction from another fraction.
17/4
13 is a whole number. One way to write it as a fraction is 13/1.
no no no that is not what they were asking you would divide a whole number by a fraction by putting the whole number over one making it an improper fraction then divide those as you would regular fractions ........ hope it helped :)
you would write it like this 1/9.:)

To write a whole number as a fraction, you take the whole number over "one". 460/1 460 over 1
twenty-one thousand = 21000/1 twenty-one thousandths = 21/1000
17/4
One and eight-ninths

Well, it depends. If the problem was 0.01, then it would be 1/100 But, if it was the whole number 01, then it would not really be a fraction, unless you wanted to write it as 1/1
First, look at it as a whole number plus a fraction (part of a whole). Then write the whole number (15) and beside that write the fraction (one fourth). Now take the fraction and convert it to a decimal, which is 1 divided by 4. It will be 15 1/4, which converts to decimal form as 15.25
8/1 aka eight over one
1 71/100 - It's always assumed, if there's no sign after the whole number that it means 'whole number AND fraction' For example - one and a half would be written as 11/2
Twenty one hundreth as a fraction would be 21/100.
