Both are accelerated downward by gravity at the same rate (9.8m/sec2), so given a level ground surface below, they will complete the vertical fall in virtually the same amount of time. There are slight variables such as air resistance, because the faster car will travel farther out horizontally from the cliff edge and be moving faster at impact.
