Multiply your value by 0.98 or by 98%, which in effect reduces it by 2%. So if the value was in cell A3, in another cell you could have either of these two formulas:
=A3*0.98
=A3*98%
If you have a lot of cells to do, there is another way. Put 0.98 into a blank cell. Then copy it and select the cells that you want to convert into 98% of their original values. Right click on the mouse and on the shortcut menu that appears, pick Paste Special. It will bring up a large dialog box. In the middle section of it, under Operation, click the radio button beside Multiply and then click OK. All the values will be multiplied by 98.
