However, assuming it repeast to inifinoity -0.24245.... Then as given it could be irrational . We need a few more decimal places

To indicate that it repeats to infinity you needd to place at least three dots after the last decimal place.

If a decimal terminates (as this one does) or it has a repeating pattern (an example would be if it was 0.242424....) then the decimal can be represented as a ratio of two integers, and is rational.

In this case: -4849/20000, so it is rational.
