If you meant three-point-one-zero, then I'd say no. Three and ten hundredths is no benchmark I've heard of.
If you meant three-over-ten, then I'd say perhaps. A tenth is a very useful benchmark, so knowing three-tenths is kind of useful but only if you understand tenths generally.
