∙ 11y agoNo. If the arc is sufficiently small, almost every state in the world has a part of its boundary which is the arc of a perfect circle.
Edit:
The curved border divides Delaware and Pennsylvania, so PA also has an arc as part of its boundary.
The 12 mile curve also crosses into the border with New Jersey...
