Slack means different things, depending on context. For this question, I assume that slack is the time that somebody is waiting for somebody else to do something. Slack simulation, then, is a simulation where you evaluate different efficiencies and/or worker/consumer ratios, in an attempt to minimize or optimize slack, i.e. wasted, time.
With some slack in the line
Slack, in high power transmission lines, refers to the difference between the length, L, of a conductor hanging between two towers, and the direct distance (span length), S, between the attachment points on those towers. Rather than give slack its own variable, it is simply written (L-S). In his book "Electric Power Generation, Transmission and Distribution, Vol 1", Leonard L. Grigsby gives the following approximate equations for slack: L-S = 8D^2/3S, where: - D is the mid-span sag (how far the conductor sags below a line drawn directly between the attachment points at mid-span) The alternate equation is: L-S = S^3/(24*W^2) = S^3*w*2/(24*H^2), where: - w is the conductor weight per unit length - H is the horizontal tension (constant) throughout the conductor catenary, and - W = H/w is known as the "catenary constant" These equations are only approximations. Exact catenary equations involve hyperbolic sines and cosines, and these parabolic equations are approximations for those. The are relatively accurate as long as sag is less than 5% of span length.

Basically it's just that, slack. It is a lack of something, or in this case memory. If you have slack on your PC your files have bits in between them, taking up space that is not being used. It is the difference between physical size and logical size. File slack is also related to computer fragmentation where storage is used inefficiently. I believe on PCs you have an option of defragmenting your hard drive to relieve space.

The difference between manual and automatic slack adjusters is the way in which the brakes are adjusted. Automatic slack adjusters have sensors that do not let the brakes get too loose or too tight. Manual slack adjusters have to be adjusted by hand and can be set too tight in some cases.
The consequences of budgetary slack is that members of the team will spend more money in order to take up the slack. Management should set the budget with no slack.
