That depends, if you are talking about anything between 501-5000 it isn't larger than 5000 but if you are talking about something from 5001 to infinity then it's larger 5000.

When talking about fractions, one five-hundredth (1/500) is larger than one five-thousandth (1/5000); in fact one five-hundredth (1/500) = ten five-thousandths (10/5000).

So the same number as the numerator over 500 represents a larger fraction than the same number as the numerator over 5000; however, 11 over 5000 (11/5000) represents a larger fraction than 1 over 500 (1/500) since, as noted above, 1/500 = 10/5000, and 10/5000 < 11/5000.
