In a regular polygon, all sides and all angles are equal. A rhombus has four equal sides but the angles don't have to be equal, so in general a rhombus is not a regular quadrilateral or a regular parallelogram.

If the rhombus happens to have four equal angles, then it is a square, which would be a regular parallelogram.
