because in simplifying your trying to find the smallest version of something. that something, in this case, is "two eighths" and the smallest version, in this case, is "one fourth".
A way to get that smallest version is by dividing the "two eighths" by two until it cannot be divided anymore without ending up with either a decimal or a fraction. You want those whole numbers. If you were to divide one fourth by two, you would end up with 0.5 over two. And 0.5 is obviously not a whole number
Thus, one-fourth, (or one quarter) is the simplest form of two eighths
