If by "full time" you mean the normal 8 hour work shift, as I suppose you do, then...

There's 60 minutes in an hour.
60 * 8 = 480 minutes.
Rule of percentage:
IS/OF = %/100
So, let's divide the question up.
30 is what percent of 480

Is = 30
Of = 480
% = X
So, now it's become 30/480 = X/100
Rule of proportions:
Multiply diagonally, divide the remainder.
30 * 100 = 300

To answer your question, 8 hours and 30 minutes equals 100.625.
