You might be mistaken. I have never heard of a 'Psalm Sunday' - but there is a 'Palm Sunday' which is the Sunday before Easter Sunday. It is so called because the Gospel read that day in Christian churches concerns itself with how Jesus rode into Jerusalem and was greeted by people laying palm-leaves in his path.

It is generally free on Sunday, unless it is General Conference Sunday (the first Sunday in October and April) - then it will be reserved only for those with tickets. Sunday is not a very busy time near Temple Square though, there should be plenty of free street parking available. Try the street just north of (immediately behind) the Conference Center. Salt Lake City parking meters are free on Sunday as well.

No, probably not. If you are parking to go to a celebration at a park, and you park in an area that you're not supposed to- probably not. If you want to make sure, ask the police that are helping parking and ask them if you can park in areas that you are not usually supposed to park in. They will probably say yes if there is no room in the parking lots.
