Let assume we are only considering whole numbers. So we have the series 9,9,11,x,y which must sum to 12*5 or 60 given the mean is 12. x and y can not be equal and they must be greater than 11. So x + y = 60- 9-9-11 = 60 - 29 = 31. So, x = 15, and y = 16.
