Yes, there was. In 1923 they constructed the subway approach to the MacArthur Bridge (underpass), under E. Jefferson from the Boulevard, which cost $467,000. In 1984, the bridge underwent an $11.5 million renovation project, which was completed by 1986. They also redesigned E. Jefferson and E. Grand Blvd. That once infamous underpass/subway (or tunnel) was filled-in and removed during the renovation.
