The book says it takes 31 foot pounds to put it on so I am thinking it will come off with force. The book doesnt say how to disassemble it so not sure. All I got. there is a small clip on the front of the shifter knob, near the top. pry this out with a pocket knife or similar and then remove.

I had the problem on a 1994 with V6, sounds similiar. I think the problem stems from the safety locking mechanism that requires the brake pedal be depressed prior to shifting.

The shifter linkage might be jammed or disconnected. The shifting sensor, that detects if the brake is engaged, may be malfunctioning.
Remove the shifter knob. Remove the shifting linkage. Remove the shifter retaining bolt. Reverse the process to install the new shifter.
I would suspect a neutral safety switch. This is a mechanism that prevents your car from being put into gear without your foot pressing down on the brake pedal. With the car running put your foot on the brake first, then try shifting into gear. It has to be done in that order or it wont go out of park. If you listen closely when you press on the brake "while in park" you may even be able to hear the single "click" sound in your shifter of the switch doing its work....if it's working. If you don't hear a click or feel a click in you shifting hand when you do this I would start there.
actually...reverse is down next to second instead of up next to first, after the downward pressing of the entire shift rod into the floor, move the shifter to the left toward your knee and back toward the front corner of your seat. there is a safety mechanism made of plastic in the bus transaxle which prevents accidental shifting from first into reverse when shifting into second. however, very few of these transaxles still have this safety mechanism in tact, often resulting in the accidental grinding of reverse while attempting the shift into second. hope this helps. :) the previous post reflects the proper shifting into reverse on water-cooled vw models, not air-cooled such as the bus or beetle.
The square cut-outs in the shifting rods are aligned with each other when you look down the transfer case shifting hole when assembled in neutral. If they are not, use a big flat blade to align them before replacing the shifter sheet and installing the shifter arm.
Usually there is a safety interlock mechanism that requires you to depress the brake before shifting from park. Have this checked by a mechanic to be sure it is working before tearing into your tranny.
