Well It's how you hear it. To me I would it is the elephant but if you are right next to a lion it may be loud.
The longest whistle recorded belongs to a blue whale, which can produce sounds that can travel hundreds of miles underwater. Their low-frequency whistles can reach lengths of up to 188 decibels.

Improved:The blue whale does not make the loudest sound. However, the only animal that is able to surpass the 188 decibels that the blue whale makes, is the pistol shrimp. It has the capability to shoot air bubbles out of it's claws with pressure making a sonic wave of 200 decibels. It's claws are pretty much like a pistol (hint the name), they click open and then when the claws snap together the pressure builds up and forces out a bubble that can stun and even kill another critter. It is also quite interesting to know that when the bubble is forced out, it creates a temperature of 9900 ºC (17852 ºF) which is as hot as the sun :OThe blue whale
