Rounded to the nearest ten basically means that we only care about increments of 10, not increment of 1. So the difference between 1050 and 1040 matters, but not the difference between 1041 and 1042.

If a number is rounded to the nearest ten, then the one's place will always be zero. Whether the number gets bigger or smaller when rounding depends on what's closest. 1044 would round down to 1040, but 1046 would round up to 1050. Basically, the only thing that matters is the closest 10.
