It is Japanese school lunch. It is compulsory and the school deducts the fee for the school provided lunch from your account every month. It is common in public schools in Japan. Not sure about the private schools.
Just a note beforehand: All schools in Japan are different(especially high schools). They may have different dates and times, as well as different vacation times. In a typical Japanese high school, there are 3 years. In America, that would be 10th, 11th, and 12th grade. Each year has 3 terms, trimester system. School in Japan generally starts in April, and ends in March. Between that time, there is Spring Vacation. First term is generally from April 1 to mid-July. Then summer break starts(it is about 1-2 months depending on the school and the location). Second term starts from early September to late December. Then Winter break starts near the end of the year. Generally from a few days before Christmas until the end if the first week of January due to New Year's celebration(which is very important in Japan). The 3rd term is from early January to early March.

You might be referring to the end of the age of warring states, when Tokugawa Ieyasu 'unified' Japan. This was in the early 17th century.

In Denmark you start school at the age of 5 or 6. You end school when you're 14 or 15, and then you can continue in 'Gymnasiet' or High School which typically is 3 years long.

in France it is mandatory to attend school until you are sixteen. People are typically aged 18/19 and the end of the 'terminale' (last class in high school), but that doesn't meant that's the end.
There is no compulsory age in Japan. Japanese, and non-Japanese in Japan, are permitted to be whatever age they happen to be, and to age naturally with the passage of time.
