For a standard 30"- 34" high sink water lines are typically stubbed out of the wall between 16"-30" depending on the sink itself and rough in dimensions(if applicable). That does not mean that they can not be at another height, it really has to do with the sink and application layout.
Depth: 12" is the minimum, 18" is ideal. Width: at least 12" next to your sink to work/mix/etc. These dimensions are in my opinion for the most convenience after building my own wet bar. Mine is 36"x18" with a 10"x13" sink.
