Basically you only need one strategy. To divide a fraction (or a whole number, or a decimal) by a fraction, you multiply the first number by the reciprocal of the second number. For example, 1/3 divided by 2/5 is the same as 1/3 multiplied by 5/2.
For a proper fraction (such as 2/5) or an improper fraction (such as 7/4), to get the reciprocal you just exchange numerator and denominator. For a mixed fraction (such as 3 1/4), you convert the mixed fraction into an improper fraction first.
divide.
The result (which should be simplified) is another fraction of some kind: * a proper (or vulgar fraction) with the numerator (top number) less than the denominator (bottom number); * an improper fraction with the numerator greater than the denominator which can be converted into a mixed number; or * an integer (whole number).
No and yes. No because in some circumstances you have to have a whole number. And yes because it does divide into it because it comes out as a fraction.
If you mean 2/4 then as a fraction it is equivalent to 1/2 in its simplest form

Some strategies for a contract negotiation include avoiding the pitfalls of poor planning and of caving in too quickly. Another suggestion is to not gloat when one is close to a deal.
"they" i don't know. go ask some one ales

not just any fraction can be written as a mixed number because, for example, 5/7 you can't because if you divide 7 into 5 you get some decimal and a decimal can't be the numerator or denominator of a fraction.

Multiply both the numerator (top) and the denominator (bottom) of the fraction by any non-zero integer or divide both by any common factor. You will have an equivalent fraction.
Since these numbers have no common factors, the fraction can't be simplified. Of course, you can convert it to decimal (divide 35 / 24), or expand the fraction (multiply numerator and denominator by some number).
when you have a fraction and you divide the numerator by the denominator you will get a decimal and pi is the result of a decimal. pi has no end known that is one thing scientists are trying to find. some other decimals also have no end. pi is a result of a fraction.
