Since the range of the values and their standard deviation is fairly small, one wouldn't necessarily brand any of these values an outliner in the general case. An outliner is identified by being far away from the dataset's mean.
For example, assume this data set represents the weight of human babies at the same age, in pounds. Maybe the 14 pound baby is strong, much stronger than the 10 bound babies at the lighter end of the range, but its weight is still within a plausible range. A baby weight of 140 pounds, for example, would be a clear outliner - the scale could have been broken, of a comma was forgotten after the first two digits.
