No. What you have is made privately by a company that plates ordinary coins with a small amount of gold and sells them as so-called "collectibles" at many times face value. You can find ads for these items in newspapers and magazines. They look nice but have very little resale or collectible value. If you think about it for a minute, among all the goofy things the government might do, minting a quarter out of 50 or 100 bucks worth of gold and selling it for 25¢ isn't one of them.
