Some areas allow the thrower to step ON the line as long as he is not OVER the line, but in many areas stepping on the line disqualifies the thrower. The discus must land within the two lines that form the throwing sector. If it lands outside of the line, it is called a scratch-aka it doesn't count. This is another area where the rules change depending on where you are- in some places the throw will count if the disc lands on the line; in other places that throw would be a scratch.
