There is a lot more to bike fitting then just height. (inseam, torso length, etc are all very important). Your definitely talking about at least a 66 c-t measurement if not larger. Most mainstream bike manufacturers stop making frames larger than 62 cm so you'll either have to get the largest frame size you can find and possibly get a very long seat post. This is your cheapest option but if you really want the best fit possible, you'll probably have to go custom.
