If you mean as in 90.09 then it is 1000 times greater because 1000*0.09 = 90

That looks like it should be the same as 10 times (the number of times the digit 1 occursin the units place in the numbers from 10 to 100), which would work out to 90 .
A five digit number with 9 is 99999. A number which is 1000 times larger (not 1000 times as large) is 99999000.
Since a meter is 1000 times greater than a millimeter, a square meter is 1000^2 (1000 squared) times greater than a square millimeter, or a million times greater.
