The centre of the fence posts are in line with the boundary. That depends on the laws in your town or county. Those matters are handled locally. Some towns require that you install the fence with the "good" side toward your neighbor. Some do not. Call your town offices to check.

Usually the posts go on the side of the fence of the person installing it. This is especially true if you build a wooden fence. If the post are on the neighbors side then their kids could be climbing up and down on the fence. I personally would want this. Good luck.
That issue is addressed by local ordinances. In my jurisdiction the one who pays for the fence gets to have the good side facing their own property. You need to call your local building department to determine what the regulations are in your jurisdiction.
