That is used as the contrast ratio measurement. It's designed to measure the the different levels between white and black. Generally the higher the number the better the black levels that the TV can displayed. The problem with this number is that there is no industry standard for measuring this meaning it is only useful when comparing TV's within the same brand. i.e. Samsung to Samsung, Sony to Sony.
For the most part that number can be ignored

Contrast ratio is the ability of a TV to change contrast on the set. At this point in time (and referring to HDTV's) at least 40:1 or better is probably preferred. I'm sure that'll improve as technology improves.

Vizio 42" Plasma HDTV is best at this budget. Its picture quality is marvelous, 10,000:1 contrast ratio, 1024 x 768 resolution, HDMI input etc. But only TV cannot provides the real taste of TV entertainment.
