Use a ruler to measure the line (horizontal?) and mark the middle of the line, then use a right-angle triangle to draw a vertical line 90 degrees from the mark. Or you can use a compass fitted with a pencil to draw arcs that will give the middle mark and a mark to line a ruler against to draw the perpendicular line required.
