It just means unbelievable. That something is so strange or unusual that it can't be believed. Usually in actual usuage, the things that are referred to as beyond belief are actually NOT beyond belief... they are just hard to accept or things that you don't understand the motivation for. For instance, if a woman tells her friend that her husband is leaving her for a woman that he met on the train that morning, her friend might say "that is beYOND beLIEF..." but she really just means... why would anyone make such an idiotic choice?
It doesn't always have to be something unusual, or strange, it could also mean something so amazing that its hard to believe that its real, or that it happens. For example. If you are very religious, the god you believe in, to you, would probably be considered "Beyond Believe" because of all the good things your god does.
